ISR 1100 Unable to install PAC license.

I am unable to use my PAC license that I was given to me because the router only accepts smart licenses.

I am unable to remove smart license and install the PAC.

Unable to use command:
license install stored-location-url

If the router is running 16.9.X (and later/newer) then it is Cisco Smart License and NOT ACCEPT the "traditional" PAK license.
If the router is running 16.8.X (and older) then it is traditional PAK licensing.
If you want to use traditional PAK license, the firmware of the router will/may need to be downgraded (subject to firmware-to-hardware support).
