ISR4331 can't even ping itself

Hi, I have a lot of experience with 2800s and 2900s, but as these are obsolete recently bought an ISR4331.  I can't get the new router to do anything!  I've configured Gi0/0/0 and Gi0/0/1 with IPs, and the router won't even ping its own IP addresses.  Snooping on these ports with a laptop shows one gratuitous ARP when the cable is connected, but nothing after that, and of course they don't respond in any way.  The ARP table never shows anything other than its own two interfaces.

Am I doing something fundamentally wrong?

I'm completely stumped and the fans on this thing are driving me insane!!

show ip route 

are you see the IP interface in table ?

is this new Router or used one ? can you post - 

show version and show ip route

can you connect console and reload and post complete boot process

have you tried default the interface to factory

no shutdown

and test ? ( i am sure you may have done this, just checking with basic troubleshoot before we look something else)

Are you running any routing protocol like ospf  ?

Hello,

post the full running configuration

(sh run) 

of the router. Maybe 'ip routing' is disabled for some reason (I am not sure if it actually can be disabled, but in any case, try 'ip routing' in global config mode)...

Thanks for all the responses!  I believe it is sorted now!!  For the benefit of anyone with similar problems:

It's a new router, although it was bought a few months ago I've only just got around to powering it up.  The config is very minimal beyond the default.

sh ip route:

Default gateway is not set

Host Gateway Last Use Total Uses Interface
ICMP redirect cache is empty

After putting 'ip routing' in the config as Georg suggested the interfaces are now shown in the routing table and ping works!

most time this should come as default in latest code - other reason asked
