Issue on 4500X with some L3 interfaces and OSPF

Hi All

We appear to have an issue with our switch running version 03.07.01.E

We have some L3 vlans between 2 sites running OSPF.

We see the mac addresses of the IP address at the other end of the link, we can see the arp and the mac addresses learnt also.

however we cannot ping across both links to the IP address the other side, OSPF appears to be stuck in EXSTART state on both of these links.

The links are good as we have proved them.

Any ideas what this could be? faulty IOS maybe?

We are looking at a reboot first to see if it solves anything.

how these sites connected ? what is the distance between these sites  ? what link is this- MPLS ?
