Hi All,
I have Vlan with IP address assigned and "no shut " command issued. But no ports are assigned to the Vlan. In this case Vlan will be up or not ? ( As the Vlan is Logical Interface i guess it should up/up )

The vlan will be up/up when it has at least one active access-port or when a trunk-port with this vlan on it is up.
On older devices you may also need to add the vlan to the local vlan database before it comes up/up.

A vlan with no ports up will be up/down. This is done deliberately by a feature called "autostate" to prevent unreachable networks from being advertised by the vlan interface.
