LDP graceful restart does not work

Hello.

I have configured LDP graceful restart (GR) )on two routers (the same configuration):

mpls ldp graceful-restart timers neighbor-liveness 100

mpls ldp graceful-restart timers max-recovery 110

mpls ldp graceful-restart

Next I set TCP filter on both sites to filter 646 TCP port. But GR seems to not work - my session comes down and GR config with:

R11#sh mpls ldp neighbor 1.1.1.1 graceful-restart

    Peer LDP Ident: 1.1.1.1:0; Local LDP Ident 11.11.11.11:0

        TCP connection: 1.1.1.1.646 - 11.11.11.11.35682

ANd all bindings are gone as well. Please help. Why it does not work?
