talking EIGRP,if ur receive this Msg"limit exceded.neighbor down"then the neighbor come up

what this msg does?

It indicates that EIGRP did not receive the acknowledgement from the neighbor for EIGRP reliable packets and that EIGRP already has tried to retransmit the reliable packet 16 times without any success.
