Hmm, an interesting requirement, as I don't recall generally seeing router latency performance documented. Generally, the biggest factor for increasing latency would be if there's any queuing latency, which the device doesn't have any control over, beyond perhaps dropping rather than queuing packets.
In theory, a router doing MPLS switching might offer less latency than a router doing fast path routing.
I don't know whether any "routers" would support it, or even L3 switches, if "routing", but if your 10 Mbps p2p was Ethernet, bridging it, at L2, would allow some devices to use cut through switching. That can save some latency.
