I have an ios xe (asr 920/9XX) router that I have noticed that the OSPF neighbor will not re-establish an adjacency if it drops unless the 'mpls ip' command on the OSPF interface of the flapped link is toggled off and back on.
Here is an example OSPF interface. We notice the adjancy will only re-establish once the 'mpls ip' interface command is toggled off and back on on the port. I am able to ping the other end of the /30 prior to the OSPF re-establishing.
