neighbor Y.Y.Y.Y shutdown , how to bring it back ? neighbor Y.Y.Y.Y activate doesn't work?

"no neighbor Y.Y.Y.Y shutdown" should work,

To disable a neighbor or peer group, use the neighbor shutdown command in router configuration mode. To reenable the neighbor or peer group, use the no form of this command.

neighbor {ip-address | peer-group-name} shutdown

no neighbor {ip-address | peer-group-name} shutdown

As others have said, you can do a "no shutdown" to bring a peer back up if it was shut down that way. Is that how it was shut down?
