On the ASR1001 I am unable to change the speed and duplex on a gig port when the sfp is a multimode fiber(sx) , need to change to 100 full,should the sfp on the ASR1001 be able to be set to 100 full.

You can't and you won't.
Cisco SFP can only support one speed.
100BaseFx SFP has the part number of GLC-GE-100FX.

I read on cisco website that the GLC-GE-100FX will only work on 5 port and 6 port spa...is that correct?

Incorrect. I believe only in the 5- or 10 port SPA.
