On the ASR1001 I am unable to change the speed and duplex on a gig port when the sfp is a multimode fiber(sx) , need to change to 100 full, should the sfp on the ASR1001 be able to be set to 100 full.

You can't and you won't.

Cisco SFP can only support one speed.

100BaseFx SFP has the part number of GLC-GE-100FX.

I read on cisco website that the  GLC-GE-100FX will only work on 5 port and 6 port spa...is that correct?

my 1002-f has a 4 port spa....

Incorrect.  I believe only in the 5- or 10 port SPA.

Hi Leo

I have an issue in my data center, could you please me help out.

I have Cisco ASR1006 router in my data center and a 100Mpbs WAN link (over OFC) is coming from my ISP to my premises. The issue is my ISP is having 100BaseFx module at its end and I am having 1000BaseFx modules in my router. How should I terminate the OFC on my router as 100BaseFx are 1000BaseFx are incompatible ? Please recommend any SFP which I could use at my end in order to terminate the OFC directly on my router.

I have already responded to your THREAD and the answer to your question can be found in this thread.
