NM-6DM and Non Compliance with WIC 1B S/T

Hi Guys, Hopefully someone will be able to answer something that is driving me nuts. I'm mainly a LAN guy and the closest I've got to ISDN was quite a few years ago as a back up to a serial line. My question is why must you have a NM4 B S/T or the 8 port to combine with a Digital modem module on a 3700. Why does it not work using a WIC 1 B. I've actually tried to set it up and you get an error message Signal Channel not available. Thanks in advance guys.

WIC 1B requires Requires a minimum "Plus" feature set for the Cisco IOS to support ISDN BRI .It has both WIC 1b has both S/T port and an U port.whioch supports ISDN.Refer URL
