Is the following supported on a 2620 router: NM-HDV-2E1-60. If not what 2600 family do support it.
Does it also need a 2MFT-E1.
What IOS does this require. I've searched cisco but it is not clear to me.

According to Cisco documentation, NM-HDV-2E1-60 is supported in any 2600 platform with IOS release 12.0(7)XK, 12.1(2)T, 12.2, or 12.2T ("Plus" feature set):

VWIC-2MFT-E1 is supported in any 2600 platform (chassis WIC slots) with minimum IOS release 12.0(5)XK:

I'm a bit worried that NM-HDV2-1T1/E1 is not supported on a 2620 (previous forum question), but the NM-HDV-2E1-60 is supported.Is the NM-HDV-2E1-60 and older card ??

The XM 2600's do support the NM-HDV2-XT1/E1 (X = 0, 1, 2). The non-XMs do not support this 2nd gen module. Versus, the older first gen, NM-HDV modules are supported by both XM and non XM 2600s.
Like suggested above a IP Plus feature set would definitely support the module, but if you are getting a module like this, you will be using it primarily for voice, and if using in a callmanager environment using H323, MGCP etc as the gateway protocol, you do need the IP Voice feature set.
NM-HDV-2E1-60 has 5 PVDM-12s installed in the module and also it has a VWIC-2MFT-E1 installed on the vwic slot.
