no menu command

I've got a ISR4451-X/K9. IOS is isr4400-universalk9.16.03.07.SPA.bin. I'm trying to configure a terminal server but when i try this is my message: terminal-server(config)#menu ? % Unrecognized command terminal-server(config)#menu ^ % Invalid input detected at '^' marker. Any assistance would be appreciated. thanks...

I think you need the appxk9 license on this platform for the 'menu' command to be available. Which one do you have installed, what is the output of:

sh lic

did you reboot the router after installing the license ?

The global config command 'license boot level' might be required as well...

Menu Command has moved to IP Base with 16.9 IOS-XE release and later. Please use latest rebuild or more preferably use 16.12 if Smart Licensing is OK
