not learning mac issue

I have this issue with MAC it is own device 

when I run show arp for int Te0/1/0/16/2.3038 

result no info 

when I run show run in Te0/1/0/16/2.3038 
description Connection to *************************
ipv4 address ********************************
ipv6 address **************************
load-interval 30
encapsulation dot1q 3038

it means the config there but not learning its own mac 

what is the issue here ?

Looks like this sub-interface - is this interface up ?

show in Te0/1/0/16/2.3038  (what is the output ?)

are you able to ping locally ipv4 address ?

need more information ? how is other side connected ?

Are you able to ping the IPv4 address locally ?

do you have any other sub-interface which is working ?

TenGigE0/1/0/16/2.3038 is up, line protocol is up

yeah I was able to ping my IPv address shown on int Te0/1/0/16/2.3038

I meant this Te0/1/0/16/2.3038  is an PE router in Datacente and conncted to cell site and cell site is not reachable

you need start troubleshooting - is the other end device up ? what is the status of far end interface ?

I just figure it out the This site has duplicate config on two different NNI ports and ty all
