One-way reverse telnet traffic using 1841 WIC-2T

I have configured a serial interface on a WIC-2T on 1841 IOS 12.4(15)T5 for reverse telnet (9600 8-N-1) and connected a terminal to the interface.

(a) characters typed in a router telnet session (telnet 10.132.210.22 2002) correctly appear on the terminal screen.

(b) however characters typed on the terminal keyboard do NOT appear on the router telnet session. I know that the characters are transmitted on the line correctly (shown by line monitor).

The same problem does not occur when using the AUX port on the same router (telnet 10.132.210.22 2001) with essentially identical configuration:
