Since OSPF does not use TCP or UDP and FTP and HTTP use TCP/UDP, what protocol should be used to upload a file across the internet using ospf routing protocol on the 3rd layer?

OSPF is dynamic routing protocol. OSPF has nothing in common with protocols that should be used to upload files. You can use any protocol that you want for file upload (just ignore OSPF completely).

you would use FTP, TFTP or HTTP whether you use OSPF, EIGRP, or static.

I find this question confusing. Especially the part that says "across the internet using ospf routing protocol on the 3rd layer". How would you think ospf would work across the internet? Across the internet uses BGP and not ospf.
The preceding responses make a good point which is that the protocols used to transfer a file (such as FTP or HTTP) have no relationship to what routing protocol is used. This probably is the really right answer to the question.
