What`s the meaning and what does theses commands in a network: no ip next-hop-self ospf 1
no ip slit-horizon ospf 1 ??????

I can't imagine any use for the commands, and, I assume, it's not even possible to configure them.

no ip split-horizon ospf  doesn't exist..

it may be a passive interface you need to disable if your running a frame-relay WAN connection, with OSPF?

You can use both these command with EIGRP, not with OSPF.
