Problem in ASR-903 Upgrade - ' .rommon_upgrade/rommon.bin no found'

I'm facing the following problem, I appreciate if you can help me.
I am upgrading ROMMON from an ASR-903 from version 15.6(43r)S to 15.6(48r)S. and the following process was carried out:

ASR-903#upgrade rom-monitor filename bootflash:IOS-3.18.8aSP/asr900_15_6_48r_s_rommon.pkg all

Upgrade rom-monitor on Route-Processor 0

Try accordingly and or follow exact command sequence.

Is it possible then that the reported error is due to the .pkg file not being directly in the bootflash: but in the bootflsh:IOS-3.18.8aSP/ directory?
And referring to the command, it must be applied:
upgrade rom-monitor filename bootflash:asr900_15_6_48r_s_rommon.pkgall

instead of:

upgrade rom-monitor filename bootflash:asr900_15_6_48r_s_rommon.pkg all
?

- Just put the pkg file in the root directory of bootflash. The pkgall is a
typo, there needs to be a space indeed.

#upgrade rom-monitor filename asr900_15_6_48r_s_rommon.pkg all
