3660 works fine with 24 mb flash, put in new tested flash, tryed 2 sets (2 x 64), still getting no magic number. TAC says its bad flash, the flash tests clean ? Anyone have this issue before ?

I had that problem. If you can, try erasing the flash and reformatting it.
The file system on that 3660 box is a bag of nails.
