Qos vpn-frame relay

We are planning a vpn newortk using tunnel gre-ipsec. The topoglogy is hub and spoke. We are thinking to apply policy in the tunnel. The question is the following:

The trasnport network is frame relay. I´m not shure what queing strategy use in the edge router that support the frame relay trunks. The vpn ends are in others routers.
