this command " redistribute static metric 20 metric-type 1 subnets route-map static-filter" is under our ospf command what does this mean?

It means that static routes configured on the router will be advertised via OSPF as type-1 externals with a metric of 20. THe routes will be passed through the static-filter route-map which will determine which routes get injected and whether or not to give them specific attributes such as metrics.

What particular feature are you after more information on ? Is it redistribution in general ?
