the'#' is not a special character, so you can just use that in your configuration:

ip dhcp excluded-address 192.168.20.1 192.168.20.100

!

ip dhcp pool router#
network 192.168.20.0 255.255.255.0
default-router 192.168.20.1

dns-server 8.8.8.8 8.8.4.4

I was under the impression that OP was asking if the '#' can be used in the dhcp pool name...as it COULD be a special characer...

Maybe not...
