I'm looking for the setup software for the 2811 router but I can't find anything. I just need someone to start me in the right direction.

First you need to be clear on what you mean by setup software. Do you mean install a new IOS? If so, do you have the IOS to be installed?

I'd meant configuration for it. Is it built into the router?

Sure it is. You need to have a console cable, a laptop and some app like Putty to get access to the CLI (Command line interface).
From there, you can build the whole configuration on the router.
This router can do a lot of things, so, it is important to have in mind what you intend do to with it.

Possibly not, if you're looking for GUI setup, as often seen in small home "routers".
I recall the 2811 might support some GUI configuration software, but also recall, it's optional.
Further, the 2811 might also be configured from some kind of "Network Assistant" software, running on a PC, again, optional (I believe).
As @Flavio Miranda mentions, ("Enterprise" level network devices) are often configured, (by "network engineers", knowledgeable about Cisco devices,) from a (DOS/Unix like) command line.
