SR-TE policy doens't come up

I have the following topology. All devices are C8000V running IOS-XE 17.14.01a

I'm trying to install a dynamic path SR-Policy from R1 to R4, but for some reason it doesn't come up.

I added these commands to under the "preference 100" of the policy and that fixed it:

segments
dataplane mpls
