Can I use any vendors TACACS server for authentication for Cisco routers and switches?

If so, does anyone have any suggestions?

Probably any vendor TACACS can be used, prefer server which supports TACACS+ protocol which is newer compared to TACACS and Extended TACACS. You can use following links for config help.
