Can a VLAN be a member of two VRFs on 7010? if so, why would be set up to be on two different VRF?

You can have as many as VLAN in the same VRF (unless mentioned limitations) - if that is the requirement.

Note : VLAN I take Layer 3 SVI , so one SVI can only be in 1 VRF.
