WAN emulation tools?

I've found myself a few times in situations where I would like to test different theories on routing protocols running over slow and/or unreliable WAN links. Working as a consultant, I sometimes see customers having issues related to unstable WAN solutions, like satellite links that go on/off quite frequently, causing major OSPF recalculation and things like that.

So a few labs would be nice. I've been looking for a good WAN emulation solution, but so far I have not found one. WANEM is the one most people seem to recommend. I think it's a weird solutions since its L3 and thus interfere with the routing topology. The perfect software would be as transparent as possible, and have customizable settings for drops, packet reordering, delay, jitter and so on.

Does anybody know any tools that provide this?
