ip route 10.10.0.0 255.255.0.0 128.1.x.x
ip route 10.10.0.0.255.255.252.0 128.1.x.x
Isn't the first command correct, if I need to route all 10.10.x.x traffic?

Yes, the 2nd route would apply to subnets 10.10.0.0, 10.10.1.0, 10.10.2.0 and 10.10.3.0 only.
