an evaluation license is temporary 90 days and allow you to test some additional features before buying.
It is an option wih new Smart licenising model.
A Right to Use license belongs ro an older model of licensing and it allows to use a feature with no expiration.
In a sense the device trusts you that you have bought the right license.
