what does this command mean?
snmp-server host 10.16.0.32 public tty frame-relay x25 isdn hsrp config entity bgp rsvp syslog rtr stun sdllc dspu rsrb dlsw bstun ipsec sdlc snmp
specifically the "dlsw" string?

Hi there,
"10.16.0.32" is your NMS server, "public" is the snmp community string, and all the keywords after it are snmp traps.
SNMP Traps are unsolicited messages sent by the agent (your Router) to the management station (your NMS). For example, when an interface fails, a router?s SNMP agent could send a Trap to the SNMP manager.
