CRS 1000v 17.2.1r how to switch to controller mode?

I'm trying to switch a CRS 1000v router from autonomous mode to controller mode.  I've read https://www.cisco.com/c/en/us/td/docs/routers/csr1000/software/configuration/b_CSR1000v_Configuration_Guide/day0-bootstrap-configuration.html.  I copied ciscosdwan.cfg to bootflash: (also tried to name the file ciscosdwan_cloud_init.cfg).  Rebooted the router multiple times.  Also tried factory reset.  But every time the router boots into autonomous mode.

 

How can I switch it to controller mode?

I have simillar problem. When iam trying run .qcow2 image on Cisco CSP5228  Version : 2.7.0.264 Router stuck in phase :

 

%BOOT-5-OPMODE_LOG: R0/0: binos: System booted in AUTONOMOUS mode.. No response on keyboard

 

Same on CSR and ISR. Router on image csr1000v-universalk9.16.09.05-serial.qcow2 is running without problems

 

What is going on ?
