vEdge ISR1100 Cellular interface - issue

Hi, Im trying to configure ISR1100 with LTE connection, and im facing problem when im puting device in vManage mode. I have vpn interface cellular configured and template delete one very important line in interface cellular 0/2/0

ip address negotiate.

without this line, my lte connection goes down. Any one had faced this issue?

My basic configuration is:

ip address negotiated
ip mtu 1428
ip nat outside
dialer in-band

dialer-group 1
pulse-time 1

and not shown in runnning config

Cellular 0/2/0 lte profile create 1 internet none

rest is not importat atm. 

edit: I forgot: vmanage 19.1.0 and ISR in 16.11.1a version. Didnt test in previous versions, because I didnt have sim cards.

There is a defect CSCvn4638 - Cellular template sends no ip address instead of ip address negotiated against vManage platform. Fixed in 18.4.0 vManage release.

Also came to understand that for 19.1 release, yet another defect was opened.

CSCvp44069 - "ip address negotiated" configuration is not being pushed from a vManage running the 19.1.0 code
