vManage - Can I manage an ISR 1101 with IP-BASE license in vManage?

Hey all, I have a customer with 40 ISR1101s on order with SD-WAN licensing and another ten on order with IP-BASE licensing.  I'd like to know if the ISRs with IP-BASE licensing can be managed or, at least monitored by vManage.

The locations for the 10 less-licensed nodes do not require any overlay functionality, they have a single LTE path.

vManage can manage only SDWAN edge routers, in other words ISRs with sdwan/cedge image
