Core issue
This issue occurs due to the presence of Cisco bug ID CSCsc62548.
This problem occurs when a CiscoSecure ACS Solution Engine is installed with the top Ethernet port connected.
Resolution
As a workaround, install the CiscoSecure ACS for Windows with either no Ethernet cables attached, or with the bottom Ethernet port (preferred). In either case, after the system is rebooted, configure the IP address for the bottom Ethernet port. To do this, issue the set ip command from the command prompt.
The hostname is then in use for the Relational Database Management Systems (RDBMS).
