PI can do part of the job, but not a full blown NMS.

Depends on the size of the network.  No NMS product can have "real time" monitoring.  SNMP is the vehicle NMS products use to go out and "poll" known clients.   And this takes time.  If you've got a congested WAN link, for example, it will get worst.

PI and DNAC updates ever 15 to 20 minutes.

A lot of people use two or three products to monitor a single appliance/instance.

I have heard good stuff about SolarWinds.

it all depends in network size and node you like to monitor, there many tools coming in the modern world to monitor some real time (not micro seconds) - but you get in the span of 60-120 seconds or sub seconds, depends on NMS you deployed.

there are some open source and commericial solution available in the market to explore.

if its small enterprice like to monitor couple 1000 devices look at some products like Zabixx or Cacti

here is the top 5 Open source :

other side PRTG Free to use for certain nodes and limites

any further assitance you need , let us know more inputs.
