No enrollment sessions are currently active cannot restore Crypto CA

I am trying to restore a certificate CA as a test to fulfill some DR requirements.  I amusing IOS 12.4 (25c) with the database archive feature.  I have in nvram on my test box:

RootCA.crl

RootCA.ser

Rootca_00001.pem

RootCA.#1cer

RootCA.ca

I ty to restore the pem file using both the cut and paste (terminal) and URL methid, I get a:

"No enrollment sessions are currently active" and the import fails.

What am I doing wrong here ??

I'm trying to resolve some issues with certificates at the moment myself.

I've not fixed the problem I'm experiencing but I did have the enrollment error which I resolved by configuring enrollment within the crypto trustpoint configuration - eg: enrollment url flash: or whatever you are using.
