Note I also posted this in the windows forum...
After more research I found that the IPs that are not allowing our PDC to perform a NTP sync are Cisco Nexus devices, and apparently the Dispersion needs to be set to 0 (default is 10). I went to the following:
hklm\system\curentcontrolset\services\w32tm\config
and modified "localclockdispersion" to 0
Restarted the time service.
It did not work... The PDC is a 2012 R2 server.
How can I make the root dispersion 0?

I turned debugging on the windows 2012 R2 STD os and below is what I noticed (this is from the nexus device):

From The Nexus device we see that it is communicating (Traffic below)... Is there a compatability issue between nexus and windows 2012 R2?

I found the bug information below but the NX-OS we are running is 6.2.... Is the bug resolved?
