Does Cisco provide any support, technical or otherwise for an End Of Life product? In particular the 677 DSL Router?
Or what does EOL really mean in laymans terms?

Normally Cisco does provide both hardware and software support of EOLed products for a few years after announcing EOL. In your case, for a Cisco 677 DSL router, End of Software support is April 6, 2004 while End of Hardware Support is April 6, 2006
