I operate a Cisco 6509-E Switch with T#show version Cisco IOS Software, s72033_rp Software (s72033_rp-ADVENTERPRISEK9_WAN-M), Version 12.2(33)SXI3, RELEASE SOFTWARE (fc2).
I have a couple BGP sessions with two ISP's we only accept default route, advertise about 12 prefixes to both ISP.
ISP A: Cogent. 2x 10GB/s uplinks. BGP on a loopback
ISP B: Init7. 1x 10GB/s uplink.
I have default routes to both ISP's and OUTBOUND speed is just fine however, when i download a file, i cant get over 10 MB/s which is extremely odd.
I dont hace any ACL in place that can be affecting the Throughput and i have checked that internally, the Throughput is 1Gb/s from servers in Cabinet A trough C (A,B,C)
My config for the WAN links is as follows:

IP CEF is enabled, what else can i do to improve incoming bandwidth?
I see about 11GB/s of OUTBOUND traffic however, almost no incoming traffic at all.
