This is normal. CEF does "per flow" load balancing by default. So if you are only sending one flow (one source to one destination), only one path will be used.

mpls needs cef to work properly, so "no ip cef" is not an option. You can enable "per packet" load balancing though. This can be achieved by configuring "ip load-sharing per-packet" on the egress interface.
