Hi Guys
I upgraded RV340 router to latest image 1.0.0.3.15, however I lost access to management ip as soon as apply to create a new vlan in the router. I can still ping the management ip but https access is no available. Anyone can help?

If youre able to ping it, you should be able to get to it. Did yoiu try clearing your cache and trying again? also try non-secure.

As soon as a new vlan created, it stops on the loading page and loops forever. Then management https and http are no longer respond. Ping to management ip is fine. Also tried cleared the IE cache but no luck.

Also there was a customer visible bug for the issue that you are facing on the previous firmware versions. You can refer the release notes for previous firmware versions too on Cisco wesite.
Kindly get a case open with Cisco by giving calling Cisco frontline team and we will definitely help you out with the issue.
