No traffic will cross Site-to-Site VPN

Hello, I'm having some issues with a site to site VPN tunnel between an RV180 and an RV320. I have configured settings on each router and I am able to get the tunnel to connect but I cannot get any traffic across it. Pinging the remote device always times out and a traceroute times out after the traffic leaves the router.

I'm not seeing anything abnormal in the logs. It shows the routers authenticate and connect but nothing more. I have tried to configure static routes on either router but no luck. I have also tried to create access rules in the firewall but that didn't make a difference either. 

Here are some of my settings:

On the RV320-

Device address/mask: 10.33.1.254/255.255.255.0

Local Group: Configured as subnet 10.33.1.0 and mask 255.255.255.0

Remote Group: Configured as subnet 10.97.1.0 and mask 255.255.255.0

On the RV180-

Device address/mask: 10.97.1.254/255.255.255.0

Local Group: Configured as subnet 10.97.1.0 and mask 255.255.255.0

Remote Group: Configured as subnet 10.33.1.0 and mask 255.255.255.0

I am connecting the touters by public IP address.

The fact I can get the routers to connect seems like a good sign but I just can't figure out why traffic will not cross the tunnel.  Any suggestions?

So I tried creating a tunnel with my old RVS4000 to the RV320 and it works flawlessly. Definitely a problem with the RV180. Maybe a firmware upgrade is needed.
