RV160W

I am trying to set up a VLAN.  I follow the documentation to the letter and i can get the VLAn 192-168.2.1 up however I cannot then log into the router.  How do I set this up so the VLAN I want to create has internet access and I can still log into the router?

Once you have changed the IP address of the device from default 192.168.1.X  to 192.168.2.X ( your PC should be the same in IP address range 192.168.2.X - try a different browser ) - if not factory reset to start again.

In addition to BB comments please make sure you have configured the DHCP server for this VLAN and double-check the PC NIC IP settings whether you've set them to static or dynamic.
