RV325 Access Rule allow all for a MAC address

Cisco RV325 router
current firmware v1.5.1.13 (2020-10-27)

Goal: list of MAC addresses to "white-list"
(these devices always OK to pass the Firewall, always OK to send/receive internet)

Want an "Access Rule"
Action: Allow
Destination MAC address: xx:xx:xx:xx:xx:xx

Problem: the access rules are based on Destination IP address.

Device does not allow assigning a static IP address, so it is assigned something unpredictable from DHCP based on semi-random boot times of a set of devices.

Want only certain MAC devices to connect regardless of IP assigned address.

The Cisco manual says menu select:
DHCP > IP & MAC Binding.
and enter 0.0.0.0 for the Static address,
since we do not know the IP addresses in advance.
(Nor do we care which IP address is DHCP assigned.)

Problem Cisco system does not accept 0.0.0.0.
Nor can we leave the Static IP field blank.

the data entry field is highlighted, and an error X is displayed on the corner of that field.

Cisco pop-up error message (in red)
Static IP Address last value is out of range! [1~254]

Cisco manual>> Enter the known static IP address of the device in the Static IPv4 Address field. If the device does not have any static IP address and obtains the IP address dynamically from a DHCP server, enter 0.0.0.0 to bind the MAC address of the device with the IP address assigned by the DHCP server.

Yes, the devices are inside the network.

They are connected via Wifi netgear router which is then hard wired to Cisco RV325 as the DHCP server.

They do not have a menu entry to set a static IP address.  They appear with whatever IP # is assigned by DHCP.

There is a clear disconnect between the Cisco manual which says that entering a static IP address of 0.0.0.0 is not only allowed, but necessary, when using DHCP versus the current firmware which declares an error message when entering 0.0.0.0
