RV340 router address for multiple subnets

I’m replacing an RV016 with a new RV340, and I’m having trouble configuring the LAN subnets.  There are two subnets (192.168.1.x and 192.168.11.x) which split to use WAN1 and WAN2 (respectively), but can route to each other.  It doesn’t look like I can set up the RV340 to be a router on both of the subnets without using the VLAN function?  Unfortunately, the network has many dumb switches on it, so any one port on the RV340 gets both 1.x and 11.x packets, and it seems that the VLAN then doesn’t “present” the 11.x router (VLAN2) to the 11.x subnet (although you can see it from the 1.x subnet).  This is presumably because (understandably) you cannot identify both VLANS as untagged on a given port.  How do I get the RV340 to be a router on both subnets?
