kindly check if  Phase 1 / Phase 2 is coming up. if it is timing out in 30 - 50 seconds, the VPN might not be coming up.

On the IOS device: show crypto isakmp sa 

show crypto ipsec sa peer x.x.x.x <<< your end router public ip >>>
