Help!Line of SPA8800 for BE3K always been occupied!

The outside call by the SPA8800(The SPA8800 has only 1 line ) into BE3K(8.6.4.10000-15),

then go to the auto attendant,

press the number 0 key to call someone like A,

A do not answer the call,

then the outside  call hang up ,

BUT the SPA8800 line has always been occupied.

I have checked the "PSTN Connection"-the spa8800 line-"Advanced Settings",i have Selected the "Detect CPC" and "Detect Polarity Reversal".

So,who can tell me the reason.Thanks in advance.

Now my customer have used the SPA8800 with BE3K ,But they used the deafult country pack.So,it do not work well with "Detect Disconnect Tone".I have changed the Detect Disconnect Tone to:"450@-30,450@-30; 2(0.35/0.35/1+2) "of SPA8800 .it works well!

BUT I am worried when the spa8800 or be3k restart,the Function of TFTP will work ,so the my " Detect Disconnect Tone" will changed to the Deault  .........

So ,who can tell me if that situation will occur,if it will occur,how can I completely solve this problem?
