Can't start Virtual Service on SW L3 3850

I have installed OpenFlow Plug-in on Cisco WS-C3850-24T successfully. When I activated it, it comes with:

 *Apr 6 04:21:55.208: %ONEP_BASE-6-SS_ENABLED: ONEP: Service set Base was enabled by Default
*Apr 6 04:24:05.398: %VMAN-3-START_FAILED: 1 vman: Virtual Service[openflow]::Start failed::Failed to start the virtual service
*Apr 6 04:24:07.427: %VMAN-3-ACTIVATION_STATE: 1 vman: Failed to activate virtual service 'openflow' 

My switch is runnung IOS-XE 03.07.04E. I have tried with 2.0.4 and 2.0.7 version of OpenFlow but it had the same problem.

Catalyst switches are not considered a Small Business device such as the SG switches. I'd advise to post your question in the main Switching section to get an answer quicker.
