SF300 vs 2960 POE

I want to select between those two switches for medium business network in terms of reliability,quality, fan noise , bugs.

I dont need fiber channel ,

I will use ip phones

what the best ?

2960. The main reason to use the SMB switches would be financial and they are simply not as reliable, unfortunately.

does 2960 contain auto voice Vlan discovery ?

Sure.  CDP and LLDP.  They just don't use that term 'auto voice vlan discovery', I think.
