I started a firmware upgrade on the SG200-08 to 1.0.8.3 but unfortunately in this process the power failed.
Now the switch is blinking on all LED.
Starting the recovery over the web interface on 192.168.1.254 the progress bar runs to 100% and then the response to pings stops after a few seconds.
Even waiting 1 hour after recovery doesn't change anything - I always end up with all leds blinking.

may be this thread help you to recovery to old firmware to resolve the issue (make sure before upgrade read the relase notes)
Look at the recovery guide : (Page 69)

I did all the steps mentioned in the manual but to no success.
Giving edge, ie, chrome and firefox a try aswell as all availabe firmware versions from 1.0.3.3 to 1.0.8.3 did not work either.
In the manual a procedure using TFTP initiated over a serial console is described but my SG200-08 does not have a serial connector.
